The resources allocated by the work unit to the reserve fund are used when the results of business operation have not been satisfactory for various reasons. One part of these resources is left to the work unit, and the other part is compulsorily pooled in the reserve fund of the combine. The council of the work unit by its decisions handles resources at the level of the work unit, while resources at the level of the combine in the form of a solidarity fund are handled by the workers’ council of the combine.

Disputes in the field of business relations between the work units are settled by internal arbitration bodies. The internal arbitration board in the combine consists of six members and a chairman. Two members of the arbitration body are appointed by the workers’ council, while the councils of the work units involved in the dispute appoint two members each. The chairman of the arbitration board is appointed by unanimous agreement of the members or, if the agreement cannot be reached, by the chairman of the district economic court. Disputes between the combine as a whole and its individual work units on questions involving status, separation, dissolution or amalgamation of units, recognition of the work unit as a legal entity, etc., are settled by the decision of the workers’ council of the combine. Under the general provisions, the dissatisfied party can demand mediation by a mixed arbitration board, which is formed by the chairman of the district economic court. This arbitration does not pass a decision on the settlement of the dispute, but only suggests the way in which the dispute should be settled. If the arbitration board makes a proposal which is at variance with the firm attitude of the workers’ council, the workers’ council is obliged to submit the case – together with the proposal of the arbitration board – to a referendum, which passes the final decision.
